≥ 3 payment attempts from one store within 10 min → pause store + notify admin

Counts any attempt: successful charge OR decline.

2 Same-card repeat

≥ 2 attempts with the same card fingerprint in one store within 10 min → block card platform-wide 24h + pause store

Excluded: 1 decline + 1 success on same card (that's a legitimate customer retry, not fraud).

3 High decline rate

≥ 5 declines within 10 min OR > 30% of attempts declined within 60 min → pause store

Real customers rarely see a run of declines — this is a classic card-testing signature.
